Fixed an issue where blocks created by dragging the ?-<BLOCK> onto the page would not register as an auto-update block.

Updated Layout Refresh Rate

Changed main product list refresh rate to be 60 by default and have the option of being changed by using a file in $LAY_BIN, likely /u/layout/bin, named refresh_rate.txt. This file should just have a number that specifies the refresh rate if 60 is not desired.

- Updated Product Scheduler to 6 Months
- Change email fields from string:500 to blob to avoid truncating long lists
- Fixed issue where assigned, but unplaced, ads would have their assignments removed before sending to pagination. This is now an option in the Global Settings.
- Fixed issue where unplaced ads were included in the XML output file. This is now an option in the "Generated SCS XML" pagination command.
- Fixed Export Procedure Errors
